Picked this up at an estate sale, so I opened it to verify the contents. It is complete and all bags are sealed. The 2 loose tires come that way based on comparable pics of compete sets. The stickers are tucked into one of the booklets to keep them from getting damaged in shipping. Inside the box: 4 sealed plastic bags, 2 big tires, 1 sticker sheet, and 2 instruction books. Box has some damage to one corner and overall some storage wear.
