This item is a surplus thermal overshoe from the Swedish Armed Forces.
Designed to be worn over boots, the thick insole prevents cold air from entering, and the cord wraps around the foot to prevent snow from entering.
Swedish websites introduce them as boots that allow you to walk even if your snowmobile breaks down.
Separate snowshoes can also be attached.
