Estate SALE PURCHASE WATERCOLOR/ UNKNOWN TO ME ARTIST

This is exquisite painting by it seems like the last name is Combs. Not really sure the first name haven't done much research on it. This is definitely a higher economy living purchase. Professionally framed. The numbers on the back represent a paper trail ownership. Which unless it's behind the sealing on rear of painting I wasn't given anything. Was told it's easy to find the paper rail of owners. Again I do not have the time nor energy to do it have no idea even where to start. This was in a lot purchase. Make offer I'm setting the price point on what I was recommended to start it at. It could even be worth more many many more. Or even less. You might be able to educate me on this beautiful watercolor. But today I'm lost. Make me offer I'm probably gonna accept anything close to reason.
